On Sep 1, NKUST President Yang, Ching-Yu signed a memorandum of understanding (MOU) with Republic of China Naval Academy (CNA) Superintendent RADM Lin, Chung-Shing (林中行).    

This cooperation provides both schools a chance to share academic and research resources. What's more, students and scholars will be able to exchange thoughts.

NKUST has been putting great efforts into the international maritime conventions research, and it established a Center for International Maritime Convention Studies (CIMCS) at the end of 2020.

Early this year, Maritime Port Bureau, MOTC (MPB) became a partner of CIMCS for CIMCS's firm research capacity. In the future, NKUST and CNA will conduct joint researches on the topics of shipping technology, maritime education, and maritime safety.

“NKUST is proud of its long history in maritime teaching and research, and it serves as a talent pool for the domestic maritime industry. After the merger, we integrate researches of different studies that open up new opportunities for the maritime research,” said President Yang.

Both NKUST and CNA have adjusted their strategies to keep up with the international trend by moving all procedures online and making the information more transparent and accessible. These measures have proved to be a successful policy. The NKUST community underwent a smooth transition from in-person classrooms/offices to remote education/working during the sudden outbreak of Covid-19 this May.  

CNA Superintendent RADM Lin stated that CNA and NKUST are “complementary.” CNA looked forward to furthering school-to-school exchanges in military, technology, knowledge, and professional skills.  

RADM Lin added: “CNA is working on upgrading both its courses and facilities. We have been adjusting our curriculum to comply with the statement and requirements of the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW). Also, we purchase new types of equipment like Ship Maneuvering Simulator (艦船操作模擬儀) and build labs such as Ship Material Lab (艦船材料實驗室) and Underwater Pressure Lab (水下耐壓實驗室). I believe that this cooperation with NKUST will facilitate the exchange of research resources between schools and enhance the competitiveness of our national maritime education.”  

NKUST CIMCS has been collected over 100,000 data items in its database, which drew attention from academia and industry in the maritime field. Thus, CIMCS invited Professor Kawuu W. Lin of the Computer Science & Information Engineering Department, an expert in AI Smart Search, to enhance the center’s efficiency in data collecting, analysis, storage, and aggregation to speed up the data process.  

Vice President Yu, Ker-Wei pointed out: “This cooperation will be a great help as two schools work together to build up an information-sharing alliance. We will be ready to ride the new trend in maritime technology and international maritime conventions. Scholars and students of each school will have more opportunities to contact up-to-date information and develop their international outlook. With experience in developing an excellent curriculum for maritime training, we believe we will be a good partner for CNA.”
